Clan mail - please read
I think the clan mailing system is not as effective as it could be, in conjunction with the clan chat.
The problem with the clan mailing system is not everybody can send messages, only the leader and their co-leaders. Even so, they can only send them every 12 hours, and are limited on character space in their messages. I assume this is set up to prevent spamming? I would suggest that we have an update in the settings, allowing the leader or co-leaders to decide who can send messages, how often they can send messages, and the character limit. This would help some clans coordinate better who have limited contact, or no contact with their clan mates outside of the game. Furthermore I think it would be nice to send private messages, or host private conversations with people. This will help from preventing the primary clan chat from being spammed, perhaps we could also send troop request to specific people through these private conversations?
The leader and co-leader are valuable positions to any functional group, especially in a 'clan-setting'. However I think it's fair to say not everyone is adequate to lead and that not every can always lead. In some circumstances everybody can manage their own and the group functions fine, but that is very rare and not the case with most groups. In saying that, I could not promote just anybody to a co-leader position just to allow them to have access to mailing.
Communication is one major reason for permitting this update. As a (co)leader I value the opinions and concerns of my fellow clan mates, but the chatting system is not always practical, in an active crew, it is easy to fill the chat to where messages start disappearing from the bottom. Mailing is also not always practical, specifically with being limited on characters, a leader cannot always issue an entire update or message to his or her clan with such limited space.
Private conversation would be a second reason I promote this update. I do not believe publicly addressing a concern to a clan mate is always the most effective method of communication. Some people are sensitive to this and find it embarrassing to be 'called out' in some respect. This would also benefit the mailing system, for example the leader of a clan can choose who is opted in or out of a war, however if someone is opted out because they are out of town, or will not be on game for a good reason, they need to be able to more effectively communicate that to the leader. On the other hand if someone has opted out because they forgot they were opted out, forgot to opt back in, or something miniscule, it would be nice to receive notifications from them as they either instant message us from the game, mail someone privately. These should not have frequency limits as long as they are in private, although a notification setting would be necessary.

The mail is currently been taken into consideration. Your second point of a separate chat tab is somewhat ruled out, an elder and leader chat room has been ruled out by the debs.
