Well inside the ToS is says your supposed to be 12 or 13 to play the game I think. I can't remember exactly if it's 12 or 13. And you have to be 18 to be a forum moderator or to be part of supercell staff and even if your 18 you need to apply and might not get accepted. I think a mod said once that to be a mod or part of supercell staff you need to sign a non disclosure agreement or something.

The minimum age to play is 13. You have to be an adult to be a forum mod
