Collectors and mines outside is a good plan. Keeps your defenses close together and better protecting each other, reducing risk of getting 3 starred.
Storages outside obviously depends on how much is in them...

Those who think that this is a joke clearly doesn't have much sense when it comes to the game, or maybe their levels are too low.
Just look at the top 200 players, their storages and collectors are placed at the outer perimeter.
Plus, storages are one of the building types that has high hit points, only less than the TH (that stands for town hall in case you newbies don't know) and CC (this stands for clan castle). This makes them good for tanking damage while your defense shoot down the enemies.
Putting your storages outside also draws attacks like crazy allowing for trophy gaining through defense
