Hi,
When you see that someone needs help- they either have a bush or tree that needs to be revived, or a crate on their boat that needs to be filled.
The trees or bush will have a "!" On it- and will actually "shake/jump" move, lol, so you can spot them. The big boat you just click on and it will show what crates need to be filled, click in the crate- and if you have those items you can fill them. If you don't have the items you can duck into the newspaper and try to buy them to fill the crate.
