It's probably tied in some way to the UDID of the device, if you are jail broken you could try using UDID switcher - but it may well mess up other apps you have on there as well.
Don't think this can be done at this time, I remember reading it another post games can not be reset and started over.......Only option is to get a new device lol or another GC account on the same device and start over that way....
You can restart by factory resetting your iDevice. And unlinking/creating a new Game Center.Quote:

I'm trying to let my roommate use my ipad to play, I play on my phone. I've deleted clans, created a new game center login for her, but it still loads up my game.
Do I really have to do a factory reset on my freaking ipad to get this to work? Will that even be enough? Cause it would really suck if I do all of that for nothing.
If you have jailbroken, try to delete "documents" and "library" where CoC is located
