The time is perfectly fine. If you are running out of time you have to carry more cleanup troops. If you cant get all defenses down the base was simply too hard or your skill too low.
Powerbang gaming has a good video how to do cleanup.
Honestly the only attack where time gets close is dragon attacks if only a few dragons survive or th9 GoLaLoon if too many pups get killed or hounds do not pop.

Nerfs and buffs
It is amazing how many nerf threads you read only to find another buff thread. Everyone just wants the game to work perfectly for their strategy. Nerf this tragedy, no buff the time, no nerf this defense, etc. etc. anyone can make an argument for anything. Best bet, however, is to realize the difficulty is what makes the game fun. Adapt.
