Yeah, I think the minimum to start a clan should be a TH8 with level 4 hogs and level 3 dragons (at least if you guys wil be doing wars). I say that because it's best to recruit people at TH7 and TH8 and bring them up, there are too many bad 9s and 10s out there stuck in their ways that have no idea what they're doing. As an upper 8, you can begin recruiting and mentoring the types of players you'll need to have a successful clan and then grow together. Before that, you don't have the experience (TH7 is a total joke and pre TH7 features players too unreliable to build a clan around). Of course, if you want to start a clan later that would be even better, but that's where I'd put the minimum for starting a successful clan.
Our rules:
If 'new' tag by your name, and don't use 2 attacks in war, automatic kick.
Member, must not go 2 wars in a row using no attacks without explanation, or 4 wars not using both attacks.
Elders get demoted after 2 wars no attacks.
Level to join is a constantly moving target, although we never accept anyone below the 75% mark of the clan, so we are always improving,
Donation ratios must not be 'extreme'
Elder gets decided by co vote, but takes at least 2 weeks service.
Co takes at least 6 months service, a million other things, and co vote.
My opinion though, if you really want to succeed in a clan, get a good team of co's together, and establish an out of game messaging service (e.g. Kik, Line etc.)
If you want to start a clan, know this... It's hard and it takes a lot of effort and patience. It's best to have a certain vision of the kinda clan you want to achieve, then you can chip away to reach that goal.
Rules are good, but you have to find the rules that work for you.
my clan...two full on attcaks for maximum stars when opted in war ( totally optional if you wanna war at all or not) ...dont be a douche, have fun!

I have spend two two years in other clans and have experienced different leadership styles and clan atmospheres. This helped me to find my own vision. My clan is about a year old now and has gone through many slight adjustments over time ...but we are going strong and steady...lv6 now, minimum drama, steady crew...good atmosphere...much chill... kinda exactly like I had in mind :cool:

Agreed, although if you're certain you're ready to start your own clan, I personally think the most important rules are
1. Use both attacks in war, or at least opt out of war if you can't make it.
2. Donation rules. Minimum troop level depending on what most of your members can donate, default troops for unspecified requests, etc.
3. Don't ask for promotions.
We have a number of rules but the one that overrides them all is, "Don't Be A ♥♥♥♥". Simple.
