Some people in my school play CoC on their Mac, which isn’t allowed (they use ♥♥♥♥♥♥♥♥♥♥). How will they get caught? Do I need to report them or will the game detect it and ban them?

If you want to do the right thing then report them to supercell in game. Yes I think you need screenshots that contain proof. It's also possible that if you just report them to supercell without proof then they go and look into it and try to find proof by themselves. Not totally sure how that works as I've never had to report someone before.

"SC relaxed the rules slightly in the past year you won't be banned for using an emulator however you absolutely will if you use fluffy bunny with an emulator.
SC won't support use of an emulator so you are on your own if you do.
We close threads for people discussing it on the forum as it's classified as 3rd party software and we don't want people getting the impression it is ok to use."

I'm all for enforcing rules and all but this is like reporting someone for chewing gum on a bus. :unsure:

Now stop wasting support's time with petty garbage, taking time away from doing better things such as looking into those who "practice attacks" and do all manner of things to gain an unfair advantage.
Similar to Multiple Accounts on one device, you may not receive support if something happens. I'm not sure if you can still buy gems even on an emulator, but if you can and do spend money regardless of how much you spend, you are more than likely not going to receive support for problems you face.
It does violate the 3rd Party app clause of the TOS, but Supercell can also pick and choose what they enforce. They are not enforcing banning for the use of emulators but know that it is a violation of the TOS and based on their No Waiver clause, they could change their enforcement policies at any given time.
With all that being said, DO SO AT YOUR OWN RISK.
You know what I think this is?
A veiled attempt to find out if they can detect it, so that he can use it, without fear of being detected.
I just want to point out that the TOS as written doesn't ban 3rd party software. It specifically bans "any unauthorized third-party software designed to modify or interfere with the Service". Especially for Android on PC, the "emulator" is just another implementation of android, and in no way interferes with the operation of the service. Even the standard Android devtools come with a PC emulator to use during development.
The only thing previously banning some emulators was the "clarification" of the TOS by the mods on here which stated that some android implementations were not permitted (without ever clarifying whether it was the chipset or underlying OS which defined a disallowed one)
