Since you're a new TH8 you can still dump all gold on your walls and use or hide elixir/DE on troops

troops- at least one combo that you can use in war and raids
defensive buildings- upgrade those that will help you in saving 3rd star in war and resources. Optimize the base.
Bk10, then you can rush to 9, if your bk is not 10, and you have everything else maxed, you are doing it wrong.
If its your only account think twice before rushing. On the other hand, I had good fun with my second account, maxxed only barbs archers skellies and loons every level while rushing to th9 (keeping defense very weak). Lv 6 loons smash any th8, and it becomes especially easy when you get a lava in your cc. Then you can slowly work towards lava hounds so you can threaten mid th9s, or add hogs to the mix.
That grind for lv 6 loons & enough DE for the aq is rough though, expect to get flattened a lot.
Hogs to 4, loons to 5, golems to 2, king to 10, spells (other than lightning/EQ) maxed, valks to 2.
Definitely max your point defenses and wizard towers. Also, there's no point to rushing to 8.5 for defensive purposes when those offensive troops aren't maxed...
You want to max everything or you're stuffed.
In my opinion I would say, max out everything primarily defense and troops, walls on level 9 are much better.
That being said, rushing a town hall will give adverse impact during clan wars.
