1 ) Keep both BK and AQ at same level, so upgrade AQ, BK, AQ etc.
2 ) Step upgrade AQ+5 to 15, BK+5 to 15, then AQ+5 etc...
3 ) Focus on one first, i.e. work on AQ to 30 whilst BK maintain at 10, then push BK to 30?
Which one out of the above options is better??
I would make king 15, then max queen 1st. With the max queen you can farm off DE more easily so this is the best way IMO.

You seem to be referring to TH9s...AQ is a key defense to guard against laloon & hogging. Also useful for sniping TH from range. I would say BK to 15, AQ to 30.

Here's how mine went queen to 10,king to 15, queen to 15, king to 20, queen to 30 king to 30
For me the king really seemed to turn a corner at lvl 20. I was able to me the queen constantly upgrading from 15 to 30. Many times I'd have a full storage and there wouldsstill be a few days left to go on her current upgrade
Upgrade the BK and AQ in 5 level bursts. I started with the BK to level 10, then the AQ to level 10, then the BK to level 15 then the AQ to level 15. This way the hero gets to the next ability level quicker. AQ or BK first doesn't matter much.

I had my BK at 10 of course when I went to TH9. Brought my AQ to 15, then BK to 15, rotated each by increments of 5, with the AQ always ahead. Right now I have my AQ at 33, and BK at 30. I'll get my AQ to 35, then bring up my BK to 35. I would recommend doing 5 levels each and keeping your AQ ahead.
When my BK hit 30, I really started to notice him tanking much better(getting level 7 barbs helped too for when he summons them). Up until that, I always felt like the BK was pretty weak. Now i'm shocked to see him still alive later in the raid many times. Excited to get him to 35 now! AQ at 30 is awesome, but I would get her to 31 first, then upgrade the king to 30, because at 31, she starts to one shot all altars and builder huts.
Keep them never really ore than 5 levels apart. Queen always first! Them's de rules! ;)
Upgrading both of the heroes together all the time is very good if you can farm for them.
If you do this, make sure to put 3.5 days between the king and the queen to give yourself time to farm.

I am trying to keep both heroes upgrading but if something happen and made me not able to farm enough d.e. for both of the heroes, I will just upgrade the queen.
I will take the easy answer and say "Depends."
It depends on how much DE you make. An early response was get the queen high so that she can farm DE easier for the king. I like that answer. My queen was level 30 and my king 15. I actually had to gem my king some because I made so much DE with my queen. So, based on my past experience, I like this answer.
However, if you play more casually and make DE slower, it may be a good idea to do +5 each and max out what you can down low.
On the other hand, if you are a monster farmer, you may need to have two builders burning the DE to just clear it out. This is where I am at now as I make the last push to 40 and finally figured out this DE farming thing.
I would sit and look at what you make and honestly assess your ability to level one hero to a high level vs two heroes at once vs intermittent leveling.
It is something like 7 months (227d12h each) and a ton of DE (8 million combined DE), so it is a marathon
