Maybe just a coding thing. Like the game donates troops from the base you're at, so to avoid donating other people's troops, you simply can't donate anywhere but home. Seems highly unlikely to me that the game would code like that, but I can't really think of any other reason
Because you don't have a cellphone that you can use to call your troops to tell them where to go.
