Would ne cool if when you do a clan war you get the same level clan. Like a lvl3 clan vs a lvl3 clan. As it is now we have just had a lvl3...us vs a lvl5 ....lvl3 vs a lvl6 4 times in a row. It seems it would make it a better fight if it was the same.
From what I know it matches you based on upgrade levels (TH for example). Finding a match already takes hours, so making the search even more constricted would add way too much more time.
War match ups are not based on clan level they are based on townhall level,troop level, defense level, etc. It has nothing to do with clan level. Try starting wars on different days and times. Also if you are warring with Town hall 10s do not go lower than townhall 8s in your war this can also cause bad match ups.
based from experience if you are level 3 clan getting paired with a level 5 that means only 2 things;
1) you have very high level clanmates but in a low level clan
2) you are up against a high level clan but low level members
when we reacher clan level 5 we are constantly against high level TH they may have level 3 clan but members are either TH9 or 10 so our cc troops might be a level higher but our opponents are of the same level (level 4 drag while they have level 4 drag as well form TH9)
