I believe it depends on the layout. Jump spells are useful if you want to go in from multiple locations. Earthquakes are good if you can open up a large number of compartments especially if there is a change part of your army will wonder off in the wrong direction.
I've seen in wars opponent TH8s using 4 quakes with GoWiPe
In fact, highest TH8s in my clan (those with fully leveled up GoWiPe) are seriously considering it (they usually bring 2 rages/1 heal or 1 rage/2 heals)
I'm not sure once the jump spell is unlocked how useful they could be

I've become a really big fan of earthquake at my th9 lately. Always been a jump user but since finishing my heroes started using earthquake instead when using giwivas in champions. Biggest difference I've noticed is the speed with which my troops get down to business instead of the circle running some troops are prone to do with jump. There is no hesitation they just go for it. I though I would miss having the two other spells but finding that 1 rage and 1 heal are more than enough for 60-80% 2 stars on th10s and th9s will have a high 90%s if not a 3 star.
I'm th8, so of course I'll use the EQ spell. Th9 and 10 can use the jump. Although people have complained about jump spell funneling issues.
At no point have I ever seen someone (th9/th10) drop four quakes in a single spot that would have done better than one jump spell in same spot at the right time giving you 2 free spells (1 free elixir spell).
for th10s I use the eq spell most of the time if it opens up the middle of the base from the outside. For th9s I will usually use two jumps when doing a shatter/golavaloon. I like and use both spells.
