I'm currently a th9.7 and I need to know what league to farm at!
If you tend to get lots of your loot from TH8's check out Gold leagues I & II. Since you're more than halfway through TH9 (I assume that's what you mean by TH9.7?) Low Crystal to Master III for good TH9's to loot. Happy farming!
Are you sure you aren't a TH 9.71? That could affect the advice we offer you.

If they are talking about the Base weight (in clan wars), then, I will be TH 8.4/10
cuz a maxed out base weight is 100k and mine is 84k in the current war.
On the East side of the country if it were me. The west is running into water issues.
