It can be a nuisance but the best thing to do like others have suggested is only war once a player has stayed for a few days and donated a minimum number of troops. Also, anyone with a war timer shouldn't be recruited.

How's this, new guy gets left out of 2 wars because you know you're not sure. He keeps asking to be put in saying all the usual ♥♥. Put him in war and he leaves. It's because of ****'s like this there needs to be some sort of penalty to stop it.
