But I would be pretty sure the answer to each of those questions is NO.
Firstly, on Q1, there simply are so many more players in the silver-gold range that there are bound to be more presented overall there than in the higher leagues, and when you get up to titan or above, there probably aren't as many players as there are snipes in gold.
But on Q2, which is the only measure that matters to most players, again, the numbers are much less as you go up up to Crystal, and less again above that, due to win bonuses.
Almost everybody will take a snipe when it will result in significantly more gold than the cost of nexting to reach it, while in lower leagues, it isn't worth the time. Which means that in gold, even though there are far more players, and available snipe may sit there for half an hour or more, while in masters, it is rarely more than a minute or two (speaking from current experience here, with on village at TH8 in Gold 2, and one at TH9 in Masters 3).
The fact they are snapped up so quickly means that they are seen by fewer people, so less chance of you seeing one.
