I use it very often when farming for walls but as apready stated bazillion times, it's a simulation.
All it does is look at timezones and how many people are likely to be online at each time of the day e.g. if it is midday in the USA, many of them will be online or have just logged off, so their collectors will be empty and loot will be bad and vice versa

Its that correct but its a nice web that really help for me atleast
The predictions are correct but not accurate or reliable. I have tried this tool and i have been able to find good loots during the so called "terrible" times and almost no loot at all during "great" times (and vice versa) as shown in the graph there. You have to be lucky regarding getting good collector raids no matter when you are raiding. Also Ive heard people say weekends are the worst for raiding but its exactly the opposite for me (saturdays and sundays have filled my storages several times).
There are a lot of factors that affect the availability of loot because abandoned bases have the probability of getting both 12 hour's and 16 hours shields which may change the rate at which these bases are shown. Also just because more people are offline doesn't mean that you get good loot. Infact it shows more active bases than inactive bases which again decreases the probability of finding good collector raids. Thats why i mentioned the luck factor before.
PS: im talking about lower leagues. Have no idea whats going on in crystal and masters.
