İ didn't request for a refund. Is this because I used PayPal to pay for gems I bought yesterday?

More like repeating it is a federal offense and could get you fined/jailed.

I think the ban message is pretty self explainatory.

My credit card report shows that it was payed. Only difference is I used PayPal this time.
