I would get lab, spell factory and army camps upgraded as soon as you can. Once the lab is done I would concentrate on upgrading you farming troops as top priority (I think I did Barbs, archers and Giants in that order). For war I would do golem and witches first, but this does depend on your war attack preferences. LavalLoon is a difficult strat to get right, id do Hounds after your more important upgrades are out of the way. You also have a lot of walls to do so dump any excess resources into walls. If you are very active you can keep a builder open for walls as well. Walls will come along nicely as long as you are an active farmer.
Once thing I would do differently if I had to do TH9 all over again is I would concentrate on Heroes early on, especially that Queen. She makes all the difference in the world in farming and in War. Id say that once you are strong enough to get the DE coming in at a steady pace get the Queen to 15 ASAP and then some more. I left it till relatively late to focus on them (they are currently 17/25), and this is once regret. Try to upgrade her as often as possible, even if that means skipping a few wars. Get those Heroes up, it WILL become tedious and often soul-draining at times to farm Heroes but worth it the long run.
Xbows I got within the first month, its not a bad move but if you war a lot id leave them at Level 1 for a bit until your troops and other defences are a bit stronger so as not to draw stronger opponents in war.
