I saw a TH6 with 1090. The longer you stay at a lower town hall level, the higher your war stars will be, thus making TH10's war stars look measly compared to a TH6, however TH6's and TH7's just three-star each other every war. Therefore war stars aren't actually a matter of skill, just a matter of time.
War stars only reflect experience, not skill. You shouldn't have it as a basis to judge whether some is 'good' or 'bad' at war. In any case, here's the unofficial leaderboard for most war stars (needs to be updated):
