Look, each TH can easily attack the one less than it.
TH 10 attack 9
9 attack 8
8 attack 7 and so on.
.
.
When I get attacked by someone higher than me, I just laugh and share the replay and my clanmates laugh too.
I don't become angry cuz I do the same for players lower than me.
.
.
This is the cycle of clash.

So OP, in regards to your "going full out on you" comment, I think I can say that most of us th9s who use gibarch, myself included, don't train it for the purpose of attacking a th8. We train it because those level 6 giants are essential to coring a decent th9, if we happen to come across one with a lot of loot.
But if I find a th8, my sense of justice isn't big enough to say "well I can't attack him with level 6 giants, that would be unfair. Skip." No, I attack you anyway, and it just so happens I have the army I trained for th9s

Th 8s have lots of loot and it is so easy to get all of it, and that is why I love being a th 9

It has nothing to do with what TH level my opponent is. It has everything to do with how much loot you have available. As a near max TH9, I will go after TH10's if I think I can get their loot. I will attack a TH8 with 300k elixir and 400 DE. If you have loot... I WANT IT! That's my only driving factor.
