If looking from war point of view, should i upgrade AQ from lvl 11 to lvl 13 or upgrade ( Golem to lvl 4 + Witch to lvl2 ). Which is btr to get 3 stars against TH9.

AQ...cant guarantee 3 stars with goXXXX upgrade
only issue, is build time upgrading AQ to 13
2 upgrades does not make the queen any more relevant, that is why she has 40 tiers.
go for the golem and witch, it is up to you.

It kind of depends on what your other troop levels are. In general I'd say AQ, not because those 2 levels are important, but because the easiest 3 star strats can be done with 1 (possibly 2) golems. 1 golem will go into a CC if you have the space and if someone in your clan has max you can take that. Witches don't help with goho or golaloon variants which are the easiest 3 star strats there. If you don't have the troops to pull those off though, then we have to look for other strats and upgrade accordingly.
Hard to say with only 3 options, this is really more of a comprehensive look at your troops, defining the quickest 3 star strat for you to develop, then working on that one.
