At th9 there are only hogs and lavaloon with a kill team. At th10 it is only laloon because infernos on multi eat up your hogs. Do we really want only 1 attack strategy at th10?
Well, once upon a time in a clearing in a magical forest
lvl 30 was the maximum lvl for heroes
they introduced th 10 and lvl 40 heroes
they were OP
and because of that and many other reasons, they had to nerf them
and heroes now (lvl 40) are pretty much lvl 30 in the past.

As for having more hero, that's okay as long as you will be able to bring just one to the battle.
and I hope it will be a flying heroes like a minion boss.
