I'm nowhere near titan but I'm just throwing my observations out there.
After the matchmaking changes, I had a feeling this problem would get worse. I'm guessing that higher town halls would naturally raise their league just to make farming easier. With the old match making, if you dropped to silver, you would have to wade through several low level town halls making farming tough. This all changed with the new matchmaking.
Now, with the new match making, people were dropping trophies like crazy at the beginning leaving few at the top. This created a pyramid with a very sharp point. Why stay up high when you can farm super easy bases in silver? There is and still is no reason to push up high especially with the cloud horror stories.
The only solution is to spark people's interest in moving up and SC is lacking on that. Imo, SC needs to cut loose some gems. Not just a gem achievement but an actual reward for titan league win. Maybe some on these lines.
T3= 1 gem for successful attack
T2= 3 gems for successful attack
T1=5 gems for successful attack
Legend= 10 gems for successful attack + another 10 gems for amount of legend trophies at the end of the season.
Though this reward is beans to the players that are already up in the cloud city but it could attract people to go to titan thus helping burn off the clouds some. Plus, it could help the people that are already there with their boost cost.
Just an idea for a problem I'll have to deal with in the future. I do feel bad for the ones up there that invested alot of time just to get to the end of the road unexpectedly.

I have played this game nearly 2 years. Farmed an entirely maxed base, walls and all. Made the top 100 in the United States. This game is no longer fun. 6 hours a day getting offered 1 and 2 cups only to lose 30 on defense and the final straw of losing nearly 40 on my last defense. This game is very broken up here and not much to do but grind and grind for negative trophies on most days. Good luck to everybody who has much more patience than me. Time to move on.
