If you like wars I would never recommend you to go to th10 unless new troops come out making possible to 3 star th10s. At this moment 3 starring maxed th9s with good base designs as a th9 is a hard task, is possible and you can do it, but the challenge is there on the first attack.
I know I wouldn't go to th10 at this moment if I had every single thing maxed. I am in this game only for wars... I farm like crazy but not "to have a nicer base" just so I can be better in wars and harder to 3 star.
