2ND EFFECT:

will make all spells radius smaller by 3.4 tiles. And will break splash damage effects from:

wiz,healer,valk and any other possible splash damage troops and dark troops.

150 DPS for that cheap? Uh, no. I'd say make the cost much, much higher.
