I usually filkl up my storages fast, but my clanmates need some loot. How about, there is a once a week option to attack a clan member, costing about 15k to do it? This wouldn't be overpowered but definetly help.

So like.. attacking for good? Take loot, trophies? If that's the case, then I disagree with the idea. People could create 5 accounts, upgrade their mines+collectors, put them in a clan and use the main account to steal from them constantly.
See my thought has always been you should be able to attack clanmates/friend's war/normal base not for loot/stars/trophies but for fun and even to test each others bases out for each other. I.e. I make a new base i get my strongest clan member to test it for me, to see what kind of modifications i can make, to make it better without losing loot or trophies. Thats just my thought, curious as to what you think of that.
That was suggested many times before. Practising attacks does indeed have some benefits, like testing out your base and see how it stands against certain attack strategies and army compositions.
However, there is a huge downside which overcomes the benefit from above.. the downside is that this strategy could be used to practice attacks on the bases of your opponents from war. People could copy the base of their opponents from war and practice on it until they achieve 3 stars, then head to the war and do the exact same attack on the same base.
The fact that this idea could be used in such a way makes it impossible to add.
