I agree. I have two accounts and often look in on the other village from my primary account. I've observed trees, bushes, and gem boxes appear but when I open the village on the second account, they are in a different place. Once I've opened the account, they don't move again supporting the "locked in" theory.
He must have come online and only remove a few obstacles
Also curious that the number of grave stones didn't increase after a number of attacks. ( Unless there is a max number of obstacles/markers allowed that I'm not aware of)
I've had a gem box for over six months now, and it never ever moved. Maybe because he's inactive, but I highly doubt that though
It's not my base and he hasn't visited his base for weeks.

Mmmm! He came online and removed random obstacles and didn't collect his mines or reload his turrets. No he hasn't been online.
Yes the maximum number of obstacles a base can hold is 40 (this doesn't include some special obstacles like x-mas trees and gemboxes though).
I had a gembox for a long time too and it was always in the same place. That's not to say it didn't move when I wasn't looking at my base though.
