Can I Upgrade My Th 8 to Th 9 now?

You obviously are not someone who cares about leveling very quickly. If you only have 3 builders going into TH9, that's just about as causal of a player as you can get. TH9 prices and build times are much higher then at TH8 and with 3 builders, well, good luck. I would ask for an Itunes card for your birthday or something(I assume you are a young kid) and get some builders. Won't get much cheaper entertainment then playing CoC.

I'd recommend pushing to Masters before you upgrade the hall to get that 4th builder. It's the easiest way to do it, without buying builders. Just max your walls, no reason to stop now. Maybe push to Masters, drop back down to farm. Farm until you have like 20 walls left. And then upgrade your hall and farm the rest of the gold while it upgrades. That's what I'd recommend.

Nope, never go to TH9 if you don't have all Skulls. And in the process of that, upgrade all your mines, collectors, and things in the lab (Golem and Poison mainly), also try to get the 4th builder.

Point defenses are queen killers I'd work on them if I was you

If you are getting bored then yes,if you are content with doing walls/collectors then do so.

It's your game to play as you see fit. I am one of those people who maxes everything, but the wall grind at TH8 almost got me. I have 59 skulls left to grind out. Everything else is done. I decided to use my copious amounts of lix to farm with all drags. Whatever you decide, best of luck.
