This seems to be true. When I was in champ 1 it was very hard to find bases over 1-4 trophies, but once I hit Titan I found many more high trophy offers

Isn't based on trophy difference

You would have a better chance if you occasionally return to village and start a new search.

Same thing for me, I only see 1-4 cup offers. (3800 range)
