You also say that th9 just got dragon 4.. so that automatically means that pekka4 is off the table? the reason th9 got dragon4 was... oh yeah, that's right, dragon 5 (i.e one more level, reserved for th10... sound familiar??)
Ultimately, there is no way to objectively quantify game balance (what are the units for that measurement? i forget..) and definitively say that, considering all the other troops and their levels and progression, bringing pekka4 down to th9 is unbalanced. Now, that may be your opinion.. but it's just that; an opinion. You have no data to objectively support your claim, just a lot of roundabout statements and hypotheticals that make *some* people go "huh.. thats interessssting.. y'knooow.. he may have a point...".
Also, people aren't going to simply upgrade to th10 just to get a pekka4.. you say the incentive is there? Rushing out of th9 just for pekka4, before your other troops and defensive buildings are upgraded would be a poor decision; at the very least would go against convention.
