I got to th9 yesterday and I upgraded my walls to lvl6. 25 lvl7 walls cost as much as lvl5 clan castle. My question is which one should I upgrade 25 lvl6 to lvl7 walls or lvl5 cc

If you can spare 1 builder then yes, CC. But the best thing that you can do is get all the 4-5 builder doing elixir upgrade first. dump all gold into walls since yours in only level6
