So why did not many people use them at mid to high levels until poison came along?
Maybe it was because they simplay aren't very good CC troops?

You make it sound like dragons just got splash damage in the most recent update. They may have gotten more splash, I don't know. But they have always had splash for as long as I've played.
The reason, for me at least, pre-July Update, that I liked having witches, wizards and archers in my CC was that it did make it harder to lure as you had to lure each troop one by one. This made so many people who attacked me stop luring with a few archers or a wizard in my cc left, which helped defend.
People were more than capable of putting dragons in their CC pre-July Update.
Now with Poison spell, it doesn't matter to lure... so that changed the CC dynamic back to using dragons since it can't be simply killed with a single poison spell but it makes it easier to lure and still not difficult to kill.
Personally, I'd rather be able to use archers and wizards for the long lure again....
Dragons are one of the easiest CC troops to dispatch. Unfortunately, with the poison spell, there aren't many great options any longer.
What needs to be done, is to go back in time and not do poison the way they did it.
Poison is an easy button that panders to the unskilled whining masses who can't handle witch/wizard class castles.
Poison negates skill.
You can't handle CC dragons? Learn to handle them or stop going to war.

I love seeing dragons in the clan castle. Level 5? Who cares! They take up a lot of space in the cc so there is no need to waste extra troops trying to lure every last troop out.
Just get them to a corner drop a couple barbs and do a half circle of archers or some wizards and your problem is solved. I have a level 7 TH in my clan that disposes of level 5 dragons with ease. OP you just need to work on taking care of the cc, it is war strategy 101.
OP there are multiple things you can do. If the main problem is that troops aren't targeting the dragon then you need to take into account that the aggro radius of your troops to enemy troops was decreased. Therefore your troops need to be within that decreased distance from the dragon as it attacks your other troops in order to sense and attack it. The splash damage is also easily remedied, just make sure not to bunch up your troops. There are numerous videos online that explain how to deal with dragons, with or without a lure. Consult one of those before coming to the forums about getting a unit removed.
Baiting is actually not the way to deal with drags in the cc!, unless your raiding with Giants or balloons, then you have no choice but to bait. But with tanking units such as gooems and pekkas, you can have your wiz easily take out the drag as he is focused on your high HP tanks. It isn't a huge factor in GoWiPe and GoWiWi as long as everything is executed well. When using hogs, Giants, or balloons, you can easily kill a dragon in 30 s with 20 or so archers. If you don't have enough troops to do that, just drop one troop on a corner and continue your attack, the dragon is fairly slow and you should get your troops to the core before the dragon does much.
