no one have weak mortars or weak wiz towers. How to select a base then ?
The same way you identify 'barchable', bases in any other league?
After the HP boost update no bases are barchable.
The ones where the base chucks a load of stuff outside the range of perimeter buildings might be, but in masters they would be swept up by trophy bots and no-lifers quickly.
I look for the wizard towers further inside and bring a few lighting spells to take out a mortar. Use your king or Giants or a golem to distract the other mortar and go to town. It's still very doable, but you need to approach it strategically not just troop spam.
If you want the cups and loot bonus then totally ignore the loot in the base. Don't even look at it. Sit back and just take in the whole base..If it spreads right to the verges then it will be barchable unless they have their walls spread also. If it is a tight base even with lots of buildings outside you will struggle to barch it for 50%.
Finally ignore bases that dont have central discos and xbows..Many even have mortors and WT's central near storage which is perfect.
If you are careful you can consistently win barch raids in Champ as well as Masters (never been to Titan) you have to become adept at ignoring the wrong base rather than being blinded by the loot on show.
Here's a slightly outdated but still viable guide to using BARCH and BAM in masters. Nowadays though Masters is just filled with early-mid TH9s and a couple of TH8s sprinkled in as well as those well upgraded TH9/10s.

If it's TH 8, it's barchable.
If it's TH 9 and I can rip the walls right to the core with 4 EQ spells, it's barchable.
If it's TH 10 and anything but rushed, I'll pass.
YMMV - this applies to an attacker with a well developed TH 9 base.

How to decide if a base is easy to 50%?
You just need to know which bases to pick and which ones to leave.
Here are some signs:
- all collectors, spell factories, camps and barracks on the outer side?
- Heroes sleeping or the center?
- Xbows set to air/ground or not on the sides?
- Mortars are not on sides?
- Wizard towers are not on sides?
- CC centrlized? If not do I have a light/poison to kill cc?
If most of answers on this are yes then yes hit that base for 50%. If most are no then skip it as you will mostly lose the attack unless it is a collector base.
