You're at TH7, minions are worthless so do dragons :)
Its your choice between drill and dragon. Dragons plus balloons in cc are so op in wars so I don't know why you would upgrade them (only if you attack th8s you need them), but I'd prefer drill because who doesn't like loots?
Get dragons and upgrade DE drill to lvl3 before you worry about dark barracks. Sure it is cool to have minions but as previously stated they are weak at th7.
