"Ruled out" means the ideah has already been suggested, considered and they decided not to implement it for now. There are plenty of ruled out ideas that have been implemented later on (meaning they do occasionally change their minds) BUT they dont like people constantly suggesting the same ideas over and over so they made the ruled out ideas list.
In short, its not an original idea and they have already decided that for now, they dont want to use it so no point in suggesting it yet again.

What's funny about that is that if people suggested doing that when queen came out with this ability...why is it they are ruling it out if they thought of the idea for invisibility for the queen long before anyone could suggest giving the idea of invisibility? did they expect people to come on here and suggest to give invisibility in the game "a whole nother concept or idea"?
