Put basic ones in description and then you (or a co) can send clan mail periodically, that's about the best you can do within the app.
Edit: Or you can type out the rules and break them up into several parts (each short enough to be a chat message) and save those as keyboard shortcuts. Then you can put them up in chat for new members or whenever you want.
Make a simple website on something like weebly.com, and say 'rules in our website at www.ourclan.com' in your clan description. Then noone can claim they haven't seen that.

If you use groupme/kik/other chat apps I'm too unhip to know about, you can also do a brief and agonising 'welcome moment' where the new person has the rules shown to them in a dedicated chatroom, and can ask any questions. It's usually awkward, but it's the only way we've found so far to guarantee people *actually* read the rules. It's also a good way to test people's commitment as only the nerdiest would go through that ♥♥♥♥, haha.
