Supercell supports two platforms: iOS and Android. Windows is not an authorized platform, emulator or otherwise.
At this time, Supercell has no plans to make Clash of clans available on Windows.
No official explanation as to why but two reasons pop into my head that would explain why.
First: Windows mobile has a very low marketshare, about 2% world wide. To incorporate this platform would require more dev time to port it over. Then for every update, every maintenance break, they have to account for a third platform. This would add more time to get updates released.
Second: Because of the nature of windows mobile wanting to cross over into apps availability on full pcs, will open the flood doors to exploitation. There are many common programs available on the PC that can exploit the game.
