No you dont have to be on the same wifi to link devices. I already did this once over phone for a member that crashed her android device and the new one was an IPhone. The only reason it is not working could be the region.
If it is not working you could borrow an android device, log in with your account and do the account transfer from the same region. Only make sure that you remove the game data as well as the google account from this borrowed device.
