I am wondering on the importance of levels. Is it an indicator or can be used as benchmark? I tend to look at achievements more to check a new player's potential (like Friend in Need, War Hero, etc.)

Hinging on exp level is pretty useless, anyone can camp in a Req and leave for a few days are rack up lvl's.
Use those achievements and their communication skills, participation, and their ability to comprehend teamwork as their real net worth.
High levels can be manipulated so often times it means nothing, sometimes it may mean something good. Low levels now... yeah that can only be read one way.
You can often look at a players level to tell if they're rushed at their TH level or not.. It is also an indicator of how active in donations they are as well as their overall progression in the game. However, I find it to be useless..
For the most part it's nothing to even consider. Achievements and just looking at the base tell you what you need to know. Some clans have level requirements to weed out rushed THs and such, but that's about it.
