As always I think the answer depends. I'll answer it from a th9/10 point of view and since you are talking about level 10 walls most of what I say should apply. Though if you sit down in silver and okay I think the order is irrelevant and you can finish them in any order you want.
i believe CORE walls should be done first (junctions aren't a bad idea too, but in my experience not many attacks seem to go for junctions). Here is why:
assuming you are a serious player and playing Masters through to Titan you will get hit by 2 basic attacks, lavaloonion or some form of golem attack.
Most of the bases out there have designs that funnel the golems around the core. Which means a successful attack has 2 or 3 points of entry into the base. Most of the attacks I see use up 2 to 3 jumps to enter the base to force all the troops to the core. Then a final jump to get into the core (many attacks use wb in place of a jump on the outer walls). Therefore upgrading the exterior walls is kinda pointless as they WILL get in. The save here can be if the troops can't get OUT of the core the defences on the other side can finish them off.
Having the central core done first helps prevent 3 stars.
On Air attacks, most of the successful air attackers I know pack 3-4 wb. Often the lavaloonion army clears nearly half the base but misses the town hall and maybe an xbow or tesla. Having stronger walls mean nothing as even if the attacker had no wb, the heros have all day to get through the wall untouched. If the core is done, the wb opens the exterior and when the heros hit the core they now have to beat it down while under fire. This is a far better position to be in. Not to mention the heros might get in, but will they get out?
Walls are important but the longer I play the more I realize they are just one tool for your base and not the be all and end all of a good defence. There are just so many ways around walls. (Which is why I don't think th9's should waste time doing lavas...do heros instead and if lavas get done, great, if not, oh well)
