Brandon posted a video on YouTube showing how he did it.
barching or baming with boosted barracks. You can make a barch army in 5 minutes with barracks boosted. If you attack every 5 minutes and are good about attacking, you can get tons of attack wins, especially if you're not picky about loot. If you attack every 5 minutes, it can add up quickly. If you gem your armies you can also attack whenever, regardless of composition.

He show his attack around 2:50 He sniped low TH with a max lv 40 queen in about 3 second. Not 8 minutes per attack. 3 second per attack. Queen get heal instantly and is not attacked with her cloak so can be re-use instantaneously no waiting at all between attack And he keep dropping 1 barbarian to stay at low trophy.
I don't think it work anymore with the new matchmaking system I don't think you can get 25'000 wins anymore but still you can snipe a lot of you want to. And you have a month to do it.
If your townhall sniping for an entire month, it's really not that hard to achieve that many wins. This is especially true if your townhall sniping at a low trophy range where other people pass up the opportunities.
2165 is possible. I just play 3 hours per day and have 600 wins in 2 weeks season unboost.
You can achieve 30 attacks per hour playing by boosting and snipping while your army ready.
Also notice that his real attacks are higher than 2165 if you count loses.
so we can calculate the time needed for it. lets say he has 2500 attacks in 18 days.
2500/18 = 138 attacks per day
and lets assume he play 6 hours per day
138/6= 23 attacks per hour.
23 attacks in one hour is possible with boost. I have 15 attacks per hour without boost.
