I can see where people can get confused by how the ranks go. The bronze, silver, gold, ect are the names of the tournament.
Example:
Town Halls 1-3 only can enter Bronze Tournament.

I like it. But yes plz include new achievements to reflect idea as well. who doesn't want to unlock more free gems right?

Great idea I love it! But for the achievements, the rewards, I feel should be a little increased, due to the difficulty of out-duelling your opponents 9 times in a row.
I think it would be better if there were ones that were limited to TH7, 8, 9, or 10 only.
Here's the main problem I have with your setup, particularly for TH7s and below (and why I made up TH7+ only). With only 1 battle, you're going to have a lot of lower level players where both 3 star the opposing base. So then how do you decide which was the better perfect attack? The one that was faster? The one that used the least troop spaces?
This is the main reason why my idea was to use a round robin rather than elimination brackets, at least for the first 2 rounds of what I was envisioning as a 200 player tournament. This could easily be used to make smaller tournamets as well though. With 8 players, you'd get a map with all 8 bases, and have say 3 days to do 1 attack on each base other than your own. This way everyone gets to participate the whole time, you don't have to worry about time limits for rounds, and there's a better chance at lower levels for having a clearcut winner. Even though I've said many times that your idea is great, it still needs some work.
In some ways, I agree with awesomness2016. Like he said, a round robin would be a better idea than a single elimination tournament. In case you don't know what a round robin is, I'll explain it: one player faces all enemies, and is only allowed to attack each one once. It can be based on the number of stars earned, or a point system based on which attack does better. At the end, the # of stars/points for each player are counted, and are put into place that way.
Also along with awesomness2016's idea, I agree that the tournament shouldn't be available for the lower THs. But starting at TH7 is a bit too high. I think it shouldn't be available for TH 1 and 2, but only for TH3 and up.
Anyway, that's what I think should be changed with this idea. Might want to get more people's opinions though. I still think this is a fantastic new feature.
I get wanting to make it so everyone can participate, but the first problem I run into with the way I'm reading your setup is that if there's one grouping/league that is available for TH7-9, why would any TH7 want to participate? A TH9 ends up in your tournament, you have no chance at winning unless they're a rushed TH9 that still has TH7 offense and defense. From this perspective, you could include different THs similar to how the war calculations are done, but everyone would still only have a single option based on their strength, which makes sense. This is why I was saying I'd want to be able to have TH7 or TH8 only tournaments, etc.
I also think you'll get a lot of complaints from people who did a "perfect" attack (3 stars, 100%) but still lost. And they won't be satisfied with "well the other guy did a better perfect attack because he finished faster" If it's a single round round-robin style tournament, this could actually eliminate that problem entirely...if more than one player finishes the tournament with a perfect record, having 3-starred all enemy bases, you can just call it a tie.
Town Hall 7's have two tournament options. The first being gold where they are the best, the second being platinum where they are the weakest. But as I said in the OP the seeding is random. So it is possible there could end up being all town hall sevens in a platinum tourney. The have no chance? If the town hall 9 doesn't attack the town hall 7 wins. It's not impossible for weaker town halls to win.
