We have someone that turned up in our neighborhood who admits he has a ♥♥♥♥ to Hay Day. Offered to sell me 1000 axes if I sent him $20. Was just going to delete him from the neighborhood but I am worried about retaliation moves. Any advice?

Report his farm (click the farm name in chat to see report button) or use the settings > contact us link to send a message to Supercell.
keep in mind without proof, there may not be anything to be done, except remove the player from your hood.
Someone did report him and he immediately reported that person. If he is as good as he says he is I'm afraid he can do a lot of damage and I don't just mean to my farm. He admitted all of this stuff on the conversation thread. Supercell doesn't have any way to look back at the conversation?
He is just after your money and he is threatening you do achieve his goal. Take a screenshot and report.

As others have said, get a screen shot of the conversation to send to Supercell, and maybe even visit his farm and take a screen shot of that before reporting him and his farm. Then feel free to kick him to the curb!
Also, if you, as well as your other NH mates, are GC friends with him, immediately unfriend him and make sure your NH is set at Invite Only or Request to Join so that he can't simply return to the NH.
Understand that if you and the others helped him on his farm while he was in your NH, i.e., watered plants and/or filled boat crates, he will be able to return to your farms via the Last Helpers tab until you fall off that list, which seems to usually take about 2 weeks.
And, if you boot that person, you should probably change your NH to request to join or invite only for a while, if it's not that way already.
what's silly is why would anyone want to have 1000 axes. now 100-200 sure or 1000 of each BEM or SEM that might be enticing but 1000 axes? that's just going to fill the barn and cause a mess. even at 2 cents an axe it's not worth it.
Someone reported him to Support and he reported them in chat? Is that what you're saying? The NH reports are way different than the reports you send in to Support. It would take another 3 reports from 3 different people to make any dent and only then the one reported in chat 4 times is silenced in chat for 24 hours.Quote:

Yes, definitely change your NH to invite only for awhile after you boot him from the NH.

This is obviously nothing more then a scam and quite frankly a lousy deal as well. For 20 ish dollars you could easily buy a 570 pack of diamonds. (Even more if using some discounts should you get an offer) for that amount you could easily hire Tom 6 times for a 10-day period if you use the discount balloon and you'll have some diamonds to spare. If you do 7 runs per 24 hours and wait for the 9 axes that would total 3,780 axes and it allows for night time sleep time.
Obviously this is still somewhat of a tight schedule however if its 1000 axes you'd be after you could either do that with 2x hiring Tom on this schedule or a very relaxed schedule when hiring him more often.
