Hey, i would suggest you to put another payment method in Malaysia.. (and also in another country). I would like to suggest payment method via prepaid and postpaid because there are many kids play CoC arround and they want to have some gems but cant achive any achievement. So they decide to spent some real money but.. no any credit card or debit.
So im here suggest to put payment via pre/post paid.
There are 3 biggest telecom in Malaysia
-Celcom
-Maxis
-Digi

I don't think children should be allowed to make any purchases because that can just cause a lot of troubles with kids spending too much on a game, with the parents not even knowing about their actions.. sorry but disagree.
If your parents are okay with you spending money on a game, then give them the cash to put on their credit cards and make a purchase with their consent.
