The comments about one diamond per 20 tools are not realistic for shovels. Maybe for the others: don't know, don't care. It's also random, certainly there will be some times when 20 shovels gets you no diamonds. There will also be times when 20 shovels gets you 12 diamonds. These are uncommon extreme cases. But on average it will be more like 3.5 diamonds. Do the math from there: how many shovels do you need to recoup the 90 diamonds?
As somebody else said, this is a lot harder than it used to be. When I started those 20 shovels might average 5 or 6 diamonds. At this point I am happy to earn back the diamonds that I spent, and in return I have more ore than I could ever use.
It helps if you have time and patience to make him take the 2-minute nap if he offers just 7 shovels. I accept 8 or 9.
It also helps a lot if you have enough self control to use him only for shovels. If you have to start sending him out to help with trucks, boats, or your neighbors, then you're not going to make it. But since I supply a good portion of my neighborhood's ore, I'm not feeling the slightest bit guilty about not using him for other help.
