This happens now and then but no one has a clue why. It's something they are trying to locate and fix.
You'll need to place an in-game Support request by tapping on the cog icon in the upper corner of your gaming screen. Than tap Settings --> Help and Support --> Roadside Shop and Tom --> (either) Tom's timer will pause during maintenance breaks (or) Tom's two hours rest.
True, your issue has nothing to do with either of these but they are the listings that come the closest to your issue. Upon reading the text, you'll be asked if this information was helpful. Tap NO. That will give you a Contact Us. Be very specific (as you were in your above post) that Tom's purchased time was cut short.
Certain derbies and Tom hirings will speed up, probably some weird client error. I have reported glitches on a few different games and I for sure know this should probably be a client or server error. Probably with something to due with time zones, maybe just maybe.
This has happened to me more than once but service refuses to believe it. I contact them each time and just get back answers that imply I am wrong. They don't address the issue.
