Fairly original and pretty creative idea!
Here are some of my concerns:
1. I feel that the hero should do some small amount of damage, if any.
2. Upgrade time, speed of hero, range of spell throwing?
3. 4 tiles radius is only 1 tile smaller than a heal spell, so I recommend that the spell radius is lowered to just 2 or 3 tiles MAX radius. Any more would be too powerful.

9. I'm not too sure that SC would want luck-based attacks, since the hero throws spells at random. If there were some restraints to when he threw certain spells, then it would be a better addition. But then, he might be too powerful for bases to counter. All you'd have to do is throw some tanky troops down in front of him, and your army would have buffs for the entire duration of the attack! Understand?
Even though I like this idea, I doubt it would fit well as part of an army. Successful attacks would either be based on luck, which SC doesn't support, or the army would completely overpower the defenses.
