townhall out on champion

man, why do so many people dont put their townhall out at champion? im currently at 3600+ and when i have my th outside i usually get only -1 but when i put it inside im ALWAYS getting 2starred despite my good base (good layout, maxed th10) resulting in a -10 to -20... and when i attack i only find ♥♥♥♥ with gaining max. 4 trophies in a 2star attack... what is this ♥♥♥♥? how to climb and why dont i find any townhalls outside?! only possible to climb when you are hardcore gamer and search 1hour+ for a 30+ trophy enemy? or boost your barracks and make 6 attacks in a row?!
