I am a max TH 9
Dark troops : all max except lvl 4 minions
Normal troops : all max except lvl 2 Healer lvl 3 Dragon lvl 1 pekka
Dark Spell : All the dark spells are fresh
Walls : All lvl 9 and 80+ lvl 10
AQ 23 BK 23
Is it right time to TH 10?
Or should I max everything before TH upgrading ?
Heroes are easier at th10 so don't wait for them. It's fine to go up with where you are now. Above lvl15 is acceptable and above 20 is decent.
I would honestly recommend maxing your heroes before going to th10.

Why go TH10 when you can spend gold/elixir on walls and DE on heroes. As soon as you find yourself with nothing to spend a resource on, then that is the time to go TH10.
Personally I have done 20% lavas and have 15/15 on my heroes. I expect my heroes will be 25/25 by the time I max everything else at TH9, at which point I will go TH10.
